The design is unique for its complex, heavy security background net and distinct revolutionary-transitional typography featuring the official text inscription: "Выпущенъ Совнаркомомъ въ гор. Ташкентѣ... Постановленіемъ Совѣта Народныхъ Комиссаровъ Россійской Соціалистической Совѣтской Федеративной Республики".
