Widely known among collectors as "Odessa Rubles", these emergency notes were printed locally to combat severe currency shortages following the fall of the central government. The highly artistic layout features strong imperial and local symbolism: the top left and right corners features prominent spread-winged eagles resting on structural columns; the top center holds a detailed circular vignette enclosing the official coat of arms of Odessa featuring its iconic anchor; while the bottom centers a distinct round plaque with the numeral "25". The face preserves the legal validation clause regarding treasury backing and the authentic signatures of the Acting Mayor and Cashier.
